HSE-CPSP Specialty Training Scholarship for Pakistani Doctors

This is one of the most important and least-known opportunities for Pakistani doctors โ€” a government-to-government training agreement between Ireland's HSE and Pakistan's CPSP.

๐Ÿค International Medical Graduate Training Initiative (IMGTI) โ€” Pakistan

Ireland's HSE has a bilateral training agreement with the College of Physicians and Surgeons Pakistan (CPSP). Under this agreement, Pakistani CPSP trainees can complete 2 years of specialty training in Ireland โ€” fully recognised and accredited by CPSP for FCPS-2 eligibility. Selected trainees receive structured training in Irish teaching hospitals, with access to logbooks, exams, study days, and assessments. This is a scholarship scheme โ€” not fee-paying study. Trainees must return to Pakistan on completion and cannot seek further employment in Ireland for a minimum of 12 months post-programme. Applications are made through CPSP โ€” check CPSP's website and contact your specialty training body for current intake details.

Postgraduate Medical Ireland โ€” Your Questions Answered

Common questions from Pakistani doctors and healthcare professionals about postgraduate study in Ireland.

Can a Pakistani MBBS doctor do a postgraduate degree in Ireland? +
Yes. Pakistani MBBS graduates are eligible for postgraduate medical programmes at UCD, TCD, RCSI, and UL. Requirements vary by programme โ€” typically a 2:1 equivalent, IELTS 6.5, and a personal statement. For RCSI's online programmes (Clinical Leadership, Healthcare Management), no relocation to Ireland is required โ€” you can study entirely from Pakistan. For research degrees (MD, PhD), you must identify a supervisor at RCSI before applying.
Can I study RCSI postgraduate programmes from Pakistan without moving to Ireland? +
Yes โ€” RCSI's Graduate School of Healthcare Management offers several 100% online programmes that you can complete entirely from Pakistan: the MSc Healthcare Management, MSc Leadership and Innovation in Healthcare, MSc Human Factors in Patient Safety, and PG Diploma in Clinical Leadership. These are QQI Level 9 qualifications awarded by NUI (National University of Ireland). They are recognised in UAE, Saudi Arabia, Qatar, and Bahrain โ€” making them valuable for Pakistani doctors working or planning to work in the Gulf states.
What is the IMGTI HSE-CPSP scholarship for Pakistani doctors? +
The International Medical Graduate Training Initiative (IMGTI) is a bilateral agreement between Ireland's HSE and Pakistan's College of Physicians and Surgeons (CPSP). Under this scheme, Pakistani CPSP trainees can complete 2 years of specialty training in Ireland โ€” in Anaesthesia, Emergency Medicine, General Medicine, Obstetrics & Gynaecology, Ophthalmology, Paediatrics, Psychiatry, or Surgery. This training is recognised by CPSP for FCPS-2 eligibility. Applications are made through CPSP directly โ€” check CPSP's website for current intake dates. Trainees must return to Pakistan on completion and cannot seek further Irish employment for 12 months.
Is IELTS or OET required for postgraduate medical programmes in Ireland? +
For academic programmes (MPH, MSc, Diplomas), IELTS Academic 6.5 is the standard requirement. UCD's MPH specifically requires 6.5 in the Writing band โ€” so prepare your writing skills carefully. TOEFL iBT 90+ is accepted at most institutions. For the IMC registration pathway (clinical work in Irish hospitals), both IELTS and OET (Occupational English Test) are accepted โ€” many Pakistani doctors find OET more naturally aligned to clinical communication, especially for the Speaking and Writing components.
Can I work in Ireland after completing an MPH or healthcare MSc? +
Yes. A QQI Level 9 MSc or MPH qualifies you for the 24-month Stamp 1G post-study visa, allowing full-time work in Ireland. Graduates of public health and healthcare management programmes can work in HSE, public health units, private hospitals, health policy bodies, and international organisations. Clinical roles additionally require IMC registration. Roles in public health analysis, health policy, and healthcare administration do not require IMC registration and are accessible to non-medically registered graduates.
What is the difference between an MPH and an MSc in Healthcare Management? +
An MPH (Master of Public Health) is a population-level health degree โ€” it trains you in epidemiology, biostatistics, health policy, and disease prevention. It is academically rigorous and research-focused. An MSc in Healthcare Management is an operations and leadership degree โ€” it focuses on managing healthcare organisations, financial management, staff leadership, and quality improvement. Both are QQI Level 9 and carry the same visa benefits. Choose MPH if you want a career in public health, epidemiology, or health policy; choose Healthcare Management if you want a senior management or administrative role in a hospital or health system.
Is there a January intake for postgraduate medical programmes in Ireland? +
Most on-campus medical programmes (UCD MPH, TCD Global Health, RCSI MSc Sports Medicine, UL MSc) are September-only. RCSI's online programmes (MSc Healthcare Management, MSc Leadership & Innovation) also have September-only intake โ€” with applications open in early spring. There is no standard January intake for medical postgraduate programmes in Ireland. Plan your IELTS and application at least 9โ€“12 months before your intended September start.
